Bloomberg: Fed, ECB Loan $30 Billion; Plans Auctions `Long as Necessary'

The Federal Reserve and European Central Bank loaned $30 billion in 35-day funds through special auctions as part of a global attempt by central bankers to restore faith in the money markets.

The Fed lent $20 billion in funds at an interest rate of 4.67 percent, 2 basis points more than the initial U.S. auction two days ago. The Term Auction Facility, or TAF, will be continued on a biweekly basis ``for as long as necessary to address elevated pressures in short-term funding markets,'' the U.S. central bank said in a statement today.

The interest rates the Fed made the loans at each auction were less than the 4.75 percent the U.S. central bank charges financial institutions to borrow directly at its discount window, suggesting banks aren't desperate to obtain funds. The interest rate on the ECB loan today was also 4.67 percent, up 2 basis points, for the dollar funding.

Axel Merk: LEADERSHIP EMERGES TO RESOLVE SUBPRIME CRISIS

One of the bottlenecks has been that SIVs cannot go to the Fed to ask for money. Unless a clause in the Fed’s charter is invoked that, to our knowledge, has never been invoked, only banks can; by being off balance sheet, SIVs are in an extremely tight spot to survive without imploding. Add to that a sense of urgency: a lot of institutions roll their debt at the end of a year, or early in a year. Given how the holidays fall this year, liquidity in the best of markets is likely to dry up at noon London time on December 21st.

It also explains why the Fed announced the new auction facility the same night. Rather than trying to yank the markets, the Fed likely lived up to its promise to provide immediate support. There is no time to be lost given the huge amounts involved and the little time left in the year.

The other major announcement by the Fed affected a deal worked out with central banks around the world to provide a currency swap facility. This is something that financial institutions outside of the U.S. have desperately sought. If a European bank owns U.S. subprime paper, they ask for euro from the European Central Bank (ECB). While the ECB has been very forthcoming providing euro, U.S. dollars had been hard to come by. This new facility will provide enormous short-term relief to many SIVs in Europe. There, just as in the U.S., the primary concern are refinancing obligations late this year and early next year.

Bloomberg: Money Market Rates Tumble; Central Banks Inject Funds

The cost to borrow in euros through the end of the year plunged after the European Central Bank added an unprecedented $500 billion to the banking system as part of a global effort to ease gridlock in the credit market.

The amount banks charge each other for two-week loans in euros dropped a record 50 basis points to 4.45 percent, the European Banking Federation said today. The rate had soared 83 basis points in the past two weeks as banks anticipated a squeeze on credit through year-end.

The ECB loaned a record 348.6 billion euros ($501.5 billion) for two weeks at 4.21 percent today, almost 170 billion euros more than it estimated was needed.

Telegraph: Cutting through the normal banking rules

There are three options open to it, the first two of which it has already made a start on: cutting interest rates and, together with its international counterparts, pumping extra cash into the markets. The third is more intriguing: "Regulatory authorities around the world are monitoring banks' liquidity and capital positions, including in the context of Basel II."

It may seem like an bland piece of bank-speak, but Mr Tucker's comments are in fact one of the first indications that the financial authorities in the UK are now considering the nuclear option of taking a knife to the regulations that underpin the entire Western banking system.

Okt):

Barclays, RBS prepare emergency credit with Fed

Telegraph: Barclays and RBS line up Fed for £15bn

By Ian Dey, The Telegraph, London Sunday, Ocotber 21, 2007

Barclays and Royal Bank of Scotland have lined up emergency funds of up to $30 billion (L15 billion) from the US Federal Reserve to bail out American clients caught up in the global credit crunch.

The Fed's board of governors wrote to both banks 10 days ago, granting them access to funds for customers "in need of short-term liquidity"
The letter to RBS made particular reference to investors holding mortgage-backed securities -- which have been at the centre of the sub-prime crisis.

The request from the two banks is a stark reminder that the global liquidity freeze is far from over. It is similar to those offered to Citigroup, Bank of America, JPMorgan Chase, and Deutsche Bank at the height of the credit crunch.

Wer sind diese "US clients"? Vermutlich Hedge Fonds.

Was die Zentralbanken derzeit wirklich machen:

Ein Kommentar von Chris Powell (GATA) zu einen FT-Artikel:

FT: Europe urges tough line on dollar

Central banking's main purpose now is market suppression

Dear Friend of GATA and Gold:

The Financial Times story, appended here, about the eurozone's alarm at its strengthening currency suggests a few things:

1) Worldwide currency devaluations are ahead -- competitive devaluations if cooperative ones cannot be arranged.

2) Eurozone central bankers are getting awfully sarcastic about the U.S. government's supposed "strong dollar policy," but sarcasm is not likely to get them anywhere. The Europeans remain the craven stooges of the American empire even as it starts to fall of its own weight.

3) The most important developments in the world economy now are plainly currency market manipulations by governments, increasingly undertaken shamelessly, in the open. That is, when the central banks work together in the name of preventing "exchange rate volatility," as the FT reports here, they are actually undertaking to rig all sorts of markets everywhere. Indeed, the primary purpose of international central banking now is to prevent markets from breaking out and thereby undoing the venality of the central bankers themselves.

4) Notice in the FT's reporting here and in nearly all financial market reporting how it is simply taken for granted that everything the central banks do in the name of stabilizing markets is done in secret -- from the G7 meetings cited in the FT story to the distribution lately of ever-more-fantastic amounts of public credit to private financial houses. The central bankers are conjuring up and passing out all the money in the world to a financial aristocracy whose only claim on the money is that it has taken the rest of the world hostage. Yet the proletariat, which does the actual work of the world, is not to inquire into the particulars. And how would the proletariat even know to do so when the press itself doesn't try?

All this is simply ruthless expropriation on a planetary scale -- and yet it is portrayed as the natural order of things.

CHRIS POWELL, Secretary/Treasurer, Gold Anti-Trust Action Committee Inc.

Verwahrt die Bank of England Blei statt Gold?

Times: All that glisters may not be gold

It has long been the plaything of kings, the spoil of conquerors and supposedly the safest investment that money can buy. But for the people of Britain, our national nest-egg may not quite be what it appears.

Hidden away in vaults under the City of London, Britain’s hoard of gold bullion, regarded as the best insurance against any turmoil in global money markets, is beginning to crumble. The deterioration, some experts claim, may suggest that it is not pure gold.

The Bank of England, guardian of the 320-tonne stash under Threadneedle Street, admitted yesterday that cracks and fissures had appeared in some of its gold.

It is possible for the tectonic plate of hand-to-hand money, the FR notes to deflate, while that of electronic dollars to go into hyperinflation. The decoupling has frightening consequences for the financial and economic future of the world.

There’s the rub. Pity Helicopter Ben. It looked so simple a couple of weeks ago. The promise of an air drop should stem any run. It sufficed to tell people that he could do it. No reason to mistrust the banks since they are backed up by air drops. Now people have different ideas. The air drop is humbug. Can’t be done. Ben is bluffing. He has no authority to run the printing presses as he sees fit.

FRANKFURT, Germany -- The European Central Bank's first ever emergency injection of three-month funds was swamped with demand from banks on Thursday but brought little relief to an interbank lending market beset by credit worries.

Euro zone banks snapped up the 40 billion euros ($54.2 billion) in funding after bidding for more than three times the amount on offer, as the ECB tried to reduce borrowing costs in one of the markets hardest hit by the global credit squeeze.

Das ist absolut böse. Die Banken leihen einander nicht mehr Geld. Also ist die EZB der "Lender of last Resort", d.h. der letzte Geldverleiher.

Der Fed-"Unfall":

Aus Bill Buckler's Gold this Week:

On Wednesday, August 15, in an interview with Bloomberg TV, the President of the St. Louis Federal Reserve, Mr William Poole, made the statement that only "a calamity" would justify the Fed cutting interest rates now. Mr Poole went on to say this: "It's premature to say that this upset in the market is changing the course of the economy in any fundamental way." He added that the Fed would have to see some real evidence before making a move on interest rates.

The next day was Thursday, August 16. All kinds of proverbial "hell" broke loose on global financial markets and the Fed (not to mention Wall Street) saw the "calamity" rolling straight towards them across the time zones. There was carnage on Asian stock markets which quickly dragged their European counterparts down with them when they opened. More and more businesses were reporting that they could not borrow, either because they were cut off entirely or because the rates being asked were such that they could not afford to pay them. Without access to borrowed capital, they could not pay. The interbank payments system freeze-up was intensifying. And on top of everything else, exchange rates fluctuated to an extent which signalled the imminent demise of the Japanese Yen "carry trade". The Yen itself soared while the major beneficiaries of this "carry trade", the Australian and New Zealand Dollars in particular, dived spectacularly. If you have been following the growing degeneration in paper "assets" since its inception back in February with the first signs of US subprime mortgage granters' difficulties, you know that EVERY worsening stage has been met with ever louder "assurances" that the problem was an isolated one. When the problem first broke out, it was only going to affect "irresponsible" lenders in the US with no possible ramifications on the wider markets either inside or outside the US. Now, of course, it is hanging like a financial storm cloud over the entire global interbank payment system. Worse, it is threatening the sustainability of the global credit expansion which led to it in the first place.

The hopes on Wall Street and throughout the global financial sphere is not that this action will "fix" the problem with excessive and unrepayable debt and the leverage that debt has afforded the paper markets. The hope is that it will convince enough people that the "fix" is in, and that business as usual can now be safely resumed. It may work, for a day or a week or even a month.

But the fundamental and UNFIXABLE flaw remains unresolved and unexamined. There is no way to perpetuate a debt based financial system in perpetuity. The longer the attempt lasts, the greater the disruption when it can be supported no longer. The events of the past week are proof of that, and a foretaste of what is to come.

Mai:

Now Paulson is not attending the G8 summit.

QUOTE

Treasury Secretary Henry Paulson will not attend the weekend meetings; he is sending Deputy Treasury Secretary Robert Kimmitt.

Aides said that Paulson felt he needed to remain in Washington to deal with a number of issues before Congress and to prepare for high-level economic meetings next week with China.

Lowery said Paulson's decision had nothing to do with reported tensions between Paulson and German Finance Minister Peer Steinbrueck, who skipped the April G-8 meetings in Washington in favor of a family vacation in Namibia.

END

Paulson has just been spouting again about how he believes in a "strong dollar policy", and the US is in danger of losing control of the World Bank presidency yet he is too busy to attend a G8 meeting! People in his position are supposed to be able to burn the midnight oil to attend two meetings over a two week period! What gives?

From Bloomberg last week:

QUOTE

"Germany's director at the [World] bank is under orders from his government to rally board opinion against Wolfowitz, while France and Britain today sought a swift end to the controversy."

END

http://www.bloomberg.com/apps/news?pid=20601070&sid=axdCE3W.3TKw&refer=home

That is NOT just a German vote to ouster Wolfowitz but "orders" to get everyone else to vote against him too! Could there be a link to the fact that the gold at West Point was swapped with the Bundesbank and sold and that the BB probably has nothing in its vaults now and the US has their gold in "deep storage"? Could it be related to the fact that the BB has refused to sell any more gold? Could there be animosity toward the US for controlling the World Bank when they have mis-used their power and influence to their own financial gain? There seems to be a real axe to grind, and we can be sure that it is NOT about whether Wolfowitz gave his girlfriend a big pay rise!

The leverage of the hedge funds is capable of representing systemic threat, which was the reason LTCM was bailed out by the FED. Could there be any better reason for regulation than that?

Clearly there are some big skeletons in the cupboards of the hedge funds. I wouldn’t mind guessing that a large amount of the dirty work of the PPT is done through the shady cover of some hedge funds. Such as

QUOTE

Shares of Citigroup Inc. jumped in early Wednesday trading, after billionaire hedge fund manager Edward Lampert disclosed his firm bought more than 15 million shares of the diverse financial services conglomerate.

END

That doesn’t look like much of a hedge strategy to me, but it sure as hell would help the DOW climb to another record!

The Central Bankers are very powerful when they are all cooperating; these signs of discord are very encouraging.

A FAIRY TALE WORLD

Up till now, the Central Bankers have been doing what bureaucrats usually do when they are faced with a difficult choice: nothing. They are waiting to see what happens.

2006-07-18: was macht eine Zentralbank wirklich?

Hier ein Artikel von Puru Saxena HISTORY - THE GREAT TEACHER:

I’ll let you in on a secret, which is essential to your success as an investor. You must understand that the central banks don’t raise interest-rates to fight inflation. After all, the modern-day central banking system IS inflation! Central banks raise or lower interest-rates in order to manage the public’s inflation fears or expectations. During such times when the public wakes up to the inflation problem and starts losing faith in the world’s paper currencies (present scenario), central banks raise interest-rates to show that they’re fighting inflation. Interest-rates are pulled up in an effort to restore confidence in the world’s currencies as a higher yield makes currencies more attractive. On the other hand, when the public’s inflation fears are under control and confidence in the monetary system is high, central banks lower interest-rates to create even more inflation!

Steve Saville: The Main Flaw in the Deflation Case

Mit einem Auszug aus einer Rede von Alain Greenspan:

"When there is confidence in the integrity of government, monetary authorities -- the central bank and the finance ministry -- can issue unlimited claims denominated in their own currencies and can guarantee or stand ready to guarantee the obligations of private issuers as they see fit. This power has profound implications for both good and ill for our economies."

Note the liberal use of the terms "without limit" and "unlimited" in the above. Note, also, the qualification: "When there is confidence in the integrity of government". Once confidence collapses it becomes counter-productive for the central bank or the government to issue more "claims" (money and money substitutes). When that point is reached you don't get deflation; you get a total collapse and a new monetary system.
